No no, I think the shortcuts _absolutely must_ be configurable. We've already
seen the problem that multiple languages ( German, English) in the Atari
world lead to with some shortcuts having no meaning in some languages. If
they were configurable then everyone could have shortcuts that made sense to
them.
Infact I'd prefer to have the method for a user to specify their shortcuts
decided upon rather than have everyone arguing over their preferred set of
shortcuts.
My choice would be some kind of .INF file that can be read by all programs.
